"Development Hell" Movies

Movies that are or were stuck in development hell. That is to say, they had a difficult development period. Issues can include the loss of key talent, or even entire production companies going bankrupt during the production. Other examples include a ballooning production budget or massive reshoots after poor test screenings. While Development Hell is never fun, it doesn't mean the end film can't be a success. Jaws was stuck in Development Hell due to a malfunctioning main prop, but it is widely considered one of the greatest movies ever made.
