Synopsis
In steel city, a budget crunch combines two precincts. One run by straight shooter Cooper, the other by his long time rival Merrick. Now there’s only room for one top cop and Merrick’s sure his seniority makes him a shoe in. But crime in Merrick’s jurisdiction is out of control and Cooper gets the job. The reason for the crime wave? Merrick’s rotten to the core, lining his pockets and those of his men. Only one rookie, Jason, refuses to play ball. And when he blows the whistle to Cooper, the greenhorn and the new chief find themselves with a bounty on their heads.
