Synopsis
Shouted threats and gunfire between two lobster boats involved in a pre-dawn skirmish at sea hint at a confrontation yet to unfold, one which will impact Charlie Winship, a congressman from Maine, in ways he never imagined. The once idealistic Vietnam combat marine has become disheartened by the corruption and special interests that have enveloped the nation’s capital.
